Emissions Trading Scheme (ETS) for the Aviation Sector
Course content
The course will cover the following topics:
- the EU ETS legislation, in particular the following directives:
- 2003/87/EC (establishing a scheme for greenhouse gas emission (GHG) allowance trading within the community)
- 2008/101/EC (amending the above to include aviation activities)
- Decision 2009/339/EC known as Monitoring and Report Guidelines (MRG2-2009) - the obligations for aircraft operators (monitoring, reporting, verifying (MRV), management of data gaps, internal control procedures, risk assessment etc.)
- the requirements for verifiers (general principles, accreditation process etc.)
- the role of Competent Authorities and some differences in the implementation of the EU legislation at the national level
- ETS risk management - beyond verification (financial risk, company exposure, consequences of failure in meeting obligations etc.)
- an introduction to CO2 allowances' market (national registry, operators' / trading accounts, buying carbon credits, auctioning process, procurement / hedging etc.)
- the possible evolutions of the ETS in the future
