1) Introduction to International & European Organisations, their purpose & relationships (ICAO, JAA, EASA)
2) National Airworthiness Authorities
3) The European ‘Competent Authority’ and their relationship with EASA
• Section 2 - Regulatory Theory
1) Discussion on need for Regulation & nature of Regulation
2) Purpose and need for pan European Regulation (International commonality, Common safety & airworthiness standards, Ease of business, Transition from National Aviation and JAA requirements)
3) Overview of the EASA Regulation Structure
o European Law “The Basic Regulation – EC1592/2002"
o Implementing Rule EC 1702/2003 (Part 21, Certification Specifications)
o Implementing Rule EC 2042 / 2003 (Part M , Part 145, Part 66, Part 147)
o JAR OPS and its future as EU-OPS
4) Assistance on understanding Implementing Rules (AMC, GM )
• Section 3 - Practice
1) Explanation of individual regulations, the resulting organisations and the relationships between them (Part 21, Part M, Part 145, Part 66, Part 147, JAR OPS)
